Draw a circle of radius 100 px by putting the values for width and height as 100 as shown in below video
Duplicate the circle by selecting the circle and pressing "Ctrl + D" keys on the keyboard
Now change the radius of the circle to 200 px by changing the values for width and height as 200 as shown in below video
Now arrange the bigger circle that the edge of the smaller circle is touched with edge of smaller circle. You ca do this using arrow keys on key board.
Duplicate the bigger circle and arrange them on four sides, top, bottom, right and left of smaller circle
Now select all the big circle by pressing "Shift" key on key board and make duplicates (use "Ctrl+D")
Now click on any big circle, you will see a change in arrows on selection. This will allow you to rotate the duplicated circles. So rotate the circles.

Using Intersection Option to create Petals
In Inkscape, there are tools like intersection, union, difference, etc which can be used to combine or extract a shape from basic shapes
For example, here we will use Intersection tool. Which will keep the intersected area by the two over lapping circles as shown in the below video.
Once you have a shape of petal by arranging the circles that you like, we will cut out that shape using the Intersect command.
For this select both the shapes. Go To Path> Intersect(Ctrl+Shift+8)

Once our shape is ready we will now colour the petal. We will use the Gradient colour to create a shading effect int he flower.
Select the petal and select the colour of your flower from the Colour bar at bottom.
Select the part go to Object > Fill and Stroke (Ctrl+Shift+F).
In Fill Color select Gradient. This will create a shading in the flower.
When Gradient is select in the Fill colour, you will see that there are two points with a line between them.
We can adjust the direction of the shading by moving these points.
In case you want to change the colour of the shading from white to something else, just click on the point and select the colour you want from the colour bar.
